GENERAL DESCRIPTION
Description:
As Thailand (along with Malaysia and Singapore) is recognised as one of the main destination country’s in the region, AFESIP Thailand focuses on providing services to foreign women and children victims of trafficking found in Thailand. During this time, AFESIP Thailand has developed creative and innovative activities which meet the specific needs of trafficked persons in Thailand which include:

Protection of women: Through, communities/organizations watchdogs, community based networks and investigations, AFESIP Thailand assists women and children in situations of exploitation and refers them to the Government Protection and Occupational Development Centers for appropriate support.

Assistance of women: AFESIP Thailand work in various institutions such as Immigration Detention Centers and Juvenile Delinquency Homes to identify, assist and refer victims of trafficking to Government Protection and Occupational Development Centers. AFESIP Thailand provides assistance and support to women and girls in these centers up until they are repatriated to their community of origin. Provision of services includes care; pre-rehabilitation and pre-reintegration activities, prevention programs focussing on the risks of trafficking; and health and legal services.

Repatriation of women: AFESIP Thailand coordinates/provides family tracing services and conducts family assessments. Moreover the organisation coordinates the safe repatriation of women to their community of origin, and facilitates the on going reintegration process. In an effort to ensure the reintegration process is sustainable, AFESIP Thailand coordinates/follows up repatriated cases.

Development of anti-trafficking mechanisms: AFESIP Thailand participates in the development of anti-trafficking mechanisms within Thailand and between Thailand and other countries in order to improve protection, assistance and repatriation of victims of trafficking. Work involving the development of anti-trafficking mechanisms is for the most part implemented with the Save Our Daughters network.
Overall objective:
To protect, assist and repatriate women and girls who fall victim to trafficking for sexual exploitation for sustainable reintegration
Strategies:
Direct services to women and children
Development of the anti-trafficking system of Thailand:
- Develop national networks dedicated to addressing trafficking issues
- Cooperate with the Government to develop national anti-trafficking systems
Development of anti-trafficking mechanisms between Thailand and other countries
- Assist in developing unified mechanisms in neighbouring countries
- Develop networks between Thailand and other countries dedicated to addressing trafficking issues
- Develop a multi-disciplinary team method in sending, transit and receiving countries.
Target groups:
- Foreign women and girls (particularly those from Vietnam, Laos and Cambodia) who are victims of sexual abuse, sexual exploitation or trafficking for sexual exploitation.
- Groups at risk of being trafficked for sexual exploitation
Objectives:
To Establish and develop community based protection networks for women and girls in target areas
Obj 2: To provide direct assistance and protection to AFESIP/network victims
Obj 3: To develop more efficient anti-trafficking mechanisms
Programs:
1. Protection
Watchdogs-networking:
- Establish/develop watchdogs and networks for the prevention, protection and assistance of victims:
- Implement/develop activities in Northeast province
- Implement/develop activities in West Thailand
- Implement/develop activities in South Thailand.
- Develop activities in Sakeo province.
- Develop watchdogs-networks in communities at risk of sending countries.
- Develop and improve the anti trafficking system in Thailand
- Ensure the protection of victims in partnership with the police prior to any legal procedures
- Develop police mechanisms
- Promote cooperation between police at the national level
- Develop multi-disciplinary team action
Rescue:
- Implement investigations
- Implement rescue of victims
- Develop an information system
2. Assistance:

Implement visits in government institutions (IDC, Juvenile Delinquency Homes) to identify victims of trafficking.

Implement pre-rehabilitation, pre-reintegration, pre-repatriation activities and the provision of legal support and health assistance in government centers.

Deliver training with regards to trafficking prevention, women rights, safe migration options and women empowerment in the communities in all government institutions.

Develop anti-trafficking mechanisms which focus on providing assistance to trafficked victims.
3. Repatriation and the development of Anti- trafficking mechanisms
- Facilitate the safe return of women and children for sustainable reintegration
- Undertake/coordinate family tracing and family assessments
- Coordinate/implement return of women and children
- Coordinate/implement follow up
- Development of mechanisms between Thailand and other countries
- Develop effective and efficient protection, assistance and repatriation mechanisms as well as encourage cooperation between Thailand and relevant countries
- Facilitate learning exchanges between Thailand, and relevant countries to develop collaboration and encourage the development of standardized anti-trafficking systems across the region.
- Develop reintegration options and work opportunities
- Coordinate/establish/develop networks in sending countries for adapted reintegration and follow up.
- Establish a pilot project which promotes reintegration – participation of women

Areas such as Chiang Mai, Mukdahan, Bangkok and Had Yai are the main sending, transit and destination areas of the country (with Sakeo and Samut Sakorn). Accordingly Save Our Daughters have established a coordination center at each the fourths points mentioned above and developed strategic activities over the past two years to respond to the situation of human trafficking in Thailand. |

The Save Our Daughters (SOD)
To respond to the direct needs of trafficked victims and sexually abused women and children, the Friends Of Women Foundation (FOW) and AFESIP Thailand created the Save Our Daughters (SOD) network. The SOD (meaning: We all have the duty to protect daughters of the world) works in two distinct ways: Provides comprehensive and direct services to women and children from identification through to repatriation; develops mechanisms in Thailand and between Thailand and other countries for sustainability. SOD activities include:
- Provision of services to Thai and foreign women.
- The SOD work allover Thailand and has established coordination centers in provinces at risk: Mukdahan, Had Yai with the other centers of FOW in Chiang Mai and Bangkok.
- Establishment of innovative and effective community based networks and watchdogs in provinces at risk as well as at border areas in order to monitor the trafficking of women and children. Watchdog activities include prevention, counseling, identification, protection and direct assistance.
- Development of anti-trafficking mechanisms in Thailand in collaboration with the Government: Strengthening of multi-disciplinary teams at the provincial levels, building the capacity of the police with regards to women issues and human trafficking and development of anti-trafficking systems.
- Development of anti-trafficking mechanisms between Thailand and other countries to promote country to country collaboration, as well as trafficked victims protection, assistance and repatriation mechanisms. Presently, the SOD facilitates the development of repatriation mechanisms between various countries; cooperation between police from Thailand and other countries; and the establishment of a taskforce between NGOs in Malaysia, Singapore, Vietnam and Thailand to address Human trafficking, the first initiative of its kind in the region.
